NOTICE TO TAXING JURISDICTIONS

NOTICE OF PUBLIC HEARING ON THE CONCURRENCE AND UNDERSTANDING OF A BROWNFIELD PLAN FOR THE REDEVELOPMENT OF THE WOODLAND TRAILS AND WASHINGTON PARK PROPERTIES, PURSUANT TO AND IN ACCORDANCE WITH ACT 381 OF THE PUBLIC ACTS OF THE STATE OF MICHIGAN OF 1996, AS AMENDED


PLEASE TAKE NOTICE THAT a Public Hearing shall be held before the City Council of the City of Owosso on the 1st day of April, 2024, at 7:30 p.m. in the Council Chambers of City Hall, 301 W. Main Street, Owosso, Michigan, on the concurrence and understanding for a Brownfield Plan for the Redevelopment of The Woodland Trails and Washington Park Properties. 

The City of Owosso shall exercise its powers pursuant to and in accordance with the provisions of the Brownfield Redevelopment Financing Act, being Act 381 of the Public Acts of the State of Michigan of 1996, as amended.

The proposed brownfield plan would allow the developer, and the Shiawassee County Brownfield Redevelopment Authority (the “SCBRA”), the Shiawassee County Land Bank Authority (the “SCLBA”) and the City of Owosso, or other party to be reimbursed for eligible costs incurred to prepare the brownfield property for redevelopment. Eligible costs may include infrastructure improvements, site demolition costs, and other costs related to the preparation and implementation of the Brownfield Plan. The brownfield plan must first be concurred and understood by the City of Owosso City Council, then reviewed by the SCBRA, and approved by the Shiawassee County Board of Commissioners at a public hearing.
