PROJECT STATUS REPORT
2022-2024 Water Service Line Replacement Project
Work scope includes noncompliant water service lines replacements at 600 locations within the City of Owosso over a 3-year time period. Water service line replacements commenced again in April. A total of 580 water service lines have been replaced to date. Water service line replacements will continue into June and July.
2023 Street Patch Program
Work scope includes patches on various streets within the city of Owosso needed for water main breaks, sewer repairs, etc. The 2023 contract has been extended to June 30, 2024. A third round of patches is currently in progress.
Safe Routes to School Project (2024)
Work scope includes constructing ADA compliant sidewalk ramps at various locations within the city along with constructing new sidewalks primarily in the Middle School area. The project was awarded to L. A. Construction. Tree trimming and removal is complete. Sidewalk installation along Ada Street between Jennett and Campbell is in progress.
Stewart Street Reconstruction Project (2024)
Stewart Street from Shiawassee St (M-52) to Washington St: Work scope includes pavement reconstruction with curb and gutter replacement, storm sewer replacement, ADA sidewalk ramps, select sidewalk replacement, permanent pavement markings and signing; and water main replacement. The project is a MDOT Small Urban Program project with the water main portion approved as part of the State of Michigan Department of EGLE 2024 Drinking Water State Revolving Fund project. The project has been awarded to Crawford Contracting with a June 10, 2024 start date.
2024 Water Main Replacement Project
1. Dewey Street from Brandon to Moore: Work scope includes water main replacement including non-compliant water service line replacement. The project was approved as part of the State of Michigan Department of EGLE 2024 Drinking Water State Revolving Fund project. The project has been awarded to Glaeser Dawes Corporation with work starting the beginning of July.
2. Grace Street from Cedar to Shiawassee: Work scope includes water main replacement including non-compliant water service line replacement. The project was approved as part of the State of Michigan Department of EGLE 2024 Drinking Water State Revolving Fund project. The project has been postponed due to funding.
3. Tracy Street from Frederick to Stewart: Work scope includes water main replacement including non-compliant water service line replacement. The project was approved as part of the State of Michigan Department of EGLE 2024 Drinking Water State Revolving Fund project. The project has been awarded to Glaeser Dawes Corporation with work starting the beginning of July.
4. Young Street from Chestnut to Brooks: Work scope includes water main replacement including non-compliant water service line replacement. The project was approved as part of the State of Michigan Department of EGLE 2024 Drinking Water State Revolving Fund project. The project has been postponed due to funding.
2024 Sewer Lining Project
The scope of work is sewer lining on sanitary and storm sewers at various locations. The project was awarded to Corby Energy Services. Sewer lining work is 90% complete with only a spot liner remaining on Comstock Street.
2024 Bridge Projects
The scope of work is preventative maintenance repairs on the Gould Street bridge over the Shiawassee River and timber bridge deck replacement on the Oakwood Avenue bridge over the Shiawassee River. The project was awarded to E.T. Mackenzie Company. Work on the Gould Street bridge is complete. Work on the Oakwood Bridge is planned for June.
2024 Chip Seal Project
The scope of work is double chip and fog seal on the following streets:
· Clinton from Shiawassee (M-52) to Michigan;
· Genesee from west end to Michigan;
· Cass from Shiawassee (M-52) to Ball;
· Ball from Cass to Howard;
· Howard from Ball to Washington (M-71);
· Milwaukee from Lyon to Cedar;
· Milwaukee from west end to Shiawassee (M-52); and
· Huron from Huggins to east end.
The project was awarded to Highway Maintenance & Construction with work planned for Summer 2024.
2024 Sidewalk Replacement Program
The focus area for sidewalk replacement is the area bounded by Washington, Corunna, Abrey, and the Shiawassee River. The project was awarded to Lopez Concrete Construction with work planned for Summer 2024.
2024 Street Light Project
The scope of work is street light removal and replacement including new conduit and wiring on the following streets:
· Comstock from Water to Park;
· Washington from Water to Main (M-21);
· Main (M-21) from Washington to Park (south side only); and
· Park from Comstock to Main (M-21) (west side only).
The project is funded by ARPA funds and a RAP grant. The project has been awarded to J. Ranck Electric with a start date of July 22, 2024.
Woodland Trails Sanitary Sewer Repair Project (2024)
The scope of work is repair of select sanitary sewer and manhole flow channels within the Woodland Trails Condominium. The project has been awarded to Apex Excavating & Underground with a start date of July 8, 2024.
CIS – James Miner Trail Connection Project (2025 & 2026)
Scope of work includes trail construction from the existing Clinton-Ionia-Shiawassee (CIS) trail termination at Smith Road to Chestnut St, bike lane installation on Chestnut St, Stewart St, and Washington St, James Miner Trail reconstruction from Hickory St to Oakwood St, and paving the Sam & Opal Voight walkway from Washington Street to the boardwalk. The project also includes rehabilitating Jerome St from Hickory St to Oakwood St. Design work is in progress by Fleis & Vandenbrink. Work is scheduled to take place in 2025 and 2026.

Projects submitted to EGLE for FY2025 Drinking Water State Revolving Fund (DWSRF) funds for water main replacement:
1. Nafus Street from south end to Frederick;
2. Gilbert Street from Mason to Oliver;
3. Clinton Street from Cedar to Shiawassee;
4. Olmstead Street from Ward to Chipman;
5. Harding Avenue from Willow Springs to Hanover;
6. Hanover Street from Harding to Riverside;
7. Stewart Street from Cedar to Shiawassee;
8. Williams Street from Shiawassee to Washington; and
9. Dewey Street from Main (M-21) to King.
