The City of Owosso “opted in” to allow the Medical Marihuana Licensed Facilities within the city limits. On July 2, 2018, the City Council adopted Ordinance No. 793, to add Chapter 16.5, Medical Marihuana Facilities Licensing-Police Power Ordinance and amend various sections of Chapter 38, Zoning, of the code of the City of Owosso to authorize and regulate Medical Marihuana related facilities. This ordinance became effective on July 23, 2018 and as amended on April 7, 2019 and April 15, 2019.
The City of Owosso "opted in" to allow the Adult Use Recreational Marihuana Establishments with the city limits. On February 3, 2020, the City Council adopted Ordinance No. 803, to add Chapter 16.6, Adult Use Marihuana Establishments Licensing - Police Power Ordinance. This ordinance became effective February 24, 2020. The number of establishments allowed, locations and buffer zones are the same as Medical Marihuana Facilities.

Grower, Excess Grower, Processor, Safety Compliance and Secure Transporter are allowed in: I-1 (Light Industrial District)
Provisioning Centers/Retail Establishments are allowed in: B-1 (Local Business District), B-2 (Planned Shopping Center District), B-3 (Central Business District), B-4 (General Business District), I-1 (Light Industrial District)
