Holman Pool Millage
Proposal
To reduce
expenditures for the fiscal year that began on July 1, 2005, funds to
open Holman Pool in the spring of 2006 were eliminated from the budget.
City Council voted to place before Owosso voters a proposal to levy an
additional millage for pool operations. The following language will
appear on the ballot:

Millage Proposal
(Holman Pool Millage)
This proposal
requests authorization for the levy of a new additional millage for the
purpose of staffing, operating, maintaining, repairing and improving
Holman Pool and associated facilities and infrastructure. If authorized
by the voters, it is estimated that the levy of the entire millage would
generate $100,000 the first year.
Shall a new
additional millage for Holman Pool be levied in an amount not to exceed
.3846 mill ($.3846 per $1,000 of taxable valuation) annually for a
period of two years?

If the entire
additional millage were levied, the cost of this additional millage,
based on the taxable value of the average City residence, is estimated
to be $14.00 per year. A property owner can estimate the cost of this
additional millage by obtaining his or her taxable value from a tax bill
or assessment change notice and applying the following formula:
(taxable value)
divided by (1000) times (.3846) = estimated additional millage $.
If the majority of
votes is “Yes,”
a new millage would appear on the July 1, 2006 tax bill. The amount of
this millage would be determined by the City Council based on the budget
for Holman Pool but could not be more than .3846 mills. It is expected
that Holman Pool would be open for the 2006 and 2007 seasons.
If the majority of
votes is “No,”
no new millage for this purpose would appear on tax bills. Grove Holman
Park would continue to be maintained but it is expected that Holman Pool
would not be open in 2006 or subsequent years.
Council
Candidate Profiles
The ten candidates
for the Owosso City Council were asked to submit profile statements not
more than 40 words in length. Statements from nine candidates were
received. These are printed below.
Michael Bruff:
“Michael Bruff will listen, learn and represent the majority of
residents, ask questions and hold responsible parties accountable,
demand reliable and accurate information, demonstrate fiscal
responsibility, promote positive interactions between city and townships
and take full responsibility for his decisions.”
Terry Carriveau:
“Terry James Carriveau. Married with 2 sons. 6yrs as a controller for a
poured wall company in Argentine, after I retired from the U.S. Army.
City resident for 12yrs. We must recruit business to move to our great
city.”
Mike Cline:
“To the City of Owosso residents: I’m Mike Cline. Lived in Owosso all my
life and work in Owosso. I’m running for City Council for several
reasons, but mostly I just want to help the people with City issues.”
Richard E. Crutts,
Sr.:
“Wife, Claire; four children, six grandchildren; past councilman;
currently employed at Christ Episcopal Church; apartment owner, real
estate developer. I am running for city council in hopes I can make a
difference for our community and its growth.”
Matthew B. Harvey:
“Matt Harvey, 32, owner and operator of Owosso Floral, Inc., 11 year
city resident and reserve officer for the Police Department. ‘I look
forward to serving the residents of the city of Owosso as a
councilperson.’”
Phil Heavilin:
“26-year Owosso resident; husband, two children, two grandchildren;
Business Administration degree; Shiawassee Superintendent of Buildings &
Grounds; licensed builder; Leadership in local government (16 yrs);
council (11), Kiwanis (14 yrs). ‘For a more responsible, responsive,
respectful government.’”
Timothy Jenc:
“As a lifelong resident and businessman, I would bring a significant
material change to the workings of the City Council. My concern for the
continued health of the city is genuine and I would maintain a spirit of
commitment to the public.”
Linda L. Robertson:
“41-year resident; Married; Owosso High graduate; Parent of Owosso
Middle School student and two OHS graduates. Employed by Republic Bank.
Current Councilperson. I take seriously the trust placed in me by the
citizens and wish to continue to serve them.”
Roger L. Snyder:
“We need to be responsible to the tax payers and live within our present
tax income. We have a lot of important decisions to be made with the
loss of jobs in education, manufacturing and empty downtown buildings.”
