ELECTION INFORMATION
NOVEMBER 8, 2005

Holman Pool Millage Proposal

To reduce expenditures for the fiscal year that began on July 1, 2005, funds to open Holman Pool in the spring of 2006 were eliminated from the budget. City Council voted to place before Owosso voters a proposal to levy an additional millage for pool operations. The following language will appear on the ballot:

------------------------------------------------

New Additional Millage Proposal
(Holman Pool Millage)

This proposal requests authorization for the levy of a new additional millage for the purpose of staffing, operating, maintaining, repairing and improving Holman Pool and associated facilities and infrastructure. If authorized by the voters, it is estimated that the levy of the entire millage would generate $100,000 the first year.

Shall a new additional millage for Holman Pool be levied in an amount not to exceed .3846 mill ($.3846 per $1,000 of taxable valuation) annually for a period of two years?

---------------------------------------------

If the entire additional millage were levied, the cost of this additional millage, based on the taxable value of the average City residence, is estimated to be $14.00 per year. A property owner can estimate the cost of this additional millage by obtaining his or her taxable value from a tax bill or assessment change notice and applying the following formula:

(taxable value) divided by (1000) times (.3846) = estimated additional millage $.

If the majority of votes is “Yes,” a new millage would appear on the July 1, 2006 tax bill. The amount of this millage would be determined by the City Council based on the budget for Holman Pool but could not be more than .3846 mills. It is expected that Holman Pool would be open for the 2006 and 2007 seasons.

If the majority of votes is “No,” no new millage for this purpose would appear on tax bills. Grove Holman Park would continue to be maintained but it is expected that Holman Pool would not be open in 2006 or subsequent years.
